Does stopping a VM stop billing?
No. Billing continues while the server exists. Delete it when finished to stop charges.
How is this different from dedicated servers?
Cloud VMs are virtual and hourly/per-minute. Dedicated servers are bare-metal monthly contracts.
Can I browse plans without an account?
Yes. The CPU Cloud catalog is public.
